Members of the Board of Supervisors, and the Press.

The first time I ever saw this issue was a Newspaper article that was initiated by this Board. For that you are to be commended. In that article it stated that protest letters were to be sent to the Portland Oregon Office. I only saw that article in February as the clipping was handed to me by a friend. I dismissed this article in disbelief. There must have been a mistake. By March another friend jarred we into "doing something". From then to the present I have been trying to bring myself up to speed on this issue as well as get ahead of those calling the shots. It is only by being able to anticipate a course of Action that you can let people know of the possibilities and thus make the bureaucracy change their tactics. They do not want to give validity to anyone person's opinion.

1. Has the County tax Department been instructed to notify absentee land owners of what is happening with this Regulation? This is very important as it gives this Regulation the Importance that is needed to make others aware of the nature of our concerns, outside Siskiyou County. Notification from a local government agency has far more impact and believability than word of mouth communication of the citizenry.

2. On the State Level, the designation of a Stream by the State of California has recently been defined as any impression or gully that has a flow of water five days a year, and they need not be consecutive. This needs to be addressed by the Joint Supervisors Association, along with the people. We need action to bring sanity into State Government.

3. The recent notification to the public that an endangered flora, has been found in our National Forest in this area, further shows us all the speed and intensity that is being placed on all government Bureaucracies to establish the Regulations for the Implementation of the United Nations Convention on Biodiversity, under their Mandates in Northern California, with Siskiyou Counting being at the heart and soul of this heinous land acquisition.

I do not believe that this Conventions real issue was Biodiversity, this is being used to obtain Control of the United States Vast Mineral Wealth. It ultimately will lead to the raping of our people, our land and our Nation.

The Press needs to get the word across America, that we, of Siskiyou County are everyday ordinary citizens. That our government Agencies under the guise of Endangered Species Act have usurped the Constitution of the United States of America. That the National Marine Fisheries Service acting under the Department of Commerce is planning on taking our homes, our property, and our County. If you do not report this NOW, when this regulation is implemented you will report a governments propaganda and justification for putting down our disobedience, instigated by the NMFS Bureaucracy . It will have their slant. It will not be the TRUTH. We will be another Ruby Ridge, Waco Texas, or Farmers in jail. Why put a regulation on the books if you do not intend to follow through with it's enforcement? When this happens the rest of the United States will not be... The Nation will be totally under World Dominion in the United Nations. If you wait:, WHO will be free to hear?
