o representatives of the National Marine Fisheries Service, field representatives
to the elected members of U.S. congress and the State Legislature, members of the press,
County Supervisors, residents of Siskiyou County, neighbors and friends:
This proposed regulation that has been presented to us to
protect the coho salmon is so morally inconceivable to be happening in the United States
of America, that when you first hear of it you go into denial, then disbelief and shock.
When you get past those reactions, there is anger and frustration. Anger and frustration
can be defused when you understand exactly what the full agenda is, where it starts and
the far-reaching ramifications of all the agencies and groups that are being used. Only
then we can understand our part in the larger scenario and know what we need to do to
correct the injustice.
Let me give you the complete picture, so that you will
know that this regulation consists of a series of events and what the goal is in the end.
In 1972 the U. S. government put up into space a satellite
that was for the detection of world mineral deposits. It was done with taxpayer money and
was stated the results would be for public use. This satellite's mapping of mineral
deposits was so successful that in 1975 another satellite was put up and this time
classified for military use only.
In 1978, the miners of the West, were deprived of the due
process of law, by the use of the U. S. Forest Service as they were removed from their
claims and their way of life has became one of bureaucratic red tape and restriction. At
that same time there was a mining company that went up and down the Klamath River area and
bought out all the claims that they could. In the Little Shasta Valley oil companies
drilled test wells and capped them off telling the ranchers there was not oil or gas
reserves worth bothering with, (this same scenario was used in southern California in the
1920s in regard to oil rights in that area).
Shortly thereafter irrigation water was restricted and
prices increased making farming and ranching operations prohibitive to continue for many.
Early 1980s - the Klamath Falls area has another group put
into action, the Tribal Indian council is concerned for a minute fish that has been living
behind the dams and in the lakes for the last hundred years. Now they may be extinct.
Water use restrictions and wetland enlargement make existing ranches of little or no
value. You can't farm without water and you can't farm under water. On water you farm blue
green algae so we now need to keep the lakes and levies at full capacity regardless of
possible flood potential. Reclassifying the dams.
Reclassification of the dams requires notification of the
people of the potential dangers of dam failure. It is a real threat as these dams and
levies were mostly constructed before 1940. What happens if the dams do collapse? Homes
are gone, mortgages get foreclosed upon, banks sell them for pennies on the dollar and all
the rights within these titles get transferred to the person buying them up at pennies on
the dollar. Patented gold claims are now all secured in one buy-out. But this only would
handle the Klamath River Basin. How can we enlarge area of confiscation and why?
In the late 1980s the United States agreed
to the mandates set forth in the United Nations Conventions and Conferences, and
look at the far-reaching dangers in the implementation of their agreed upon conclusions.
Such as the Convention on Biological Diversity, NAFTA Border 21and many other NAFTA

agreements.) When the conditions of some of these mandates were
examined they had to be sold to the American people and Congress.
Enter now the environmentalists and animal right
activists. From their endeavors came the Wetlands Act, the Wildlands Project and, most
recently, the President's promise to the protect the National Parks in Utah. His promises
was to, by executive order, turn these parks over to the control of a department in the
United Nations. He had told the environmentalists that this would protect their fears of
destroying this park because of mining. As soon as this land was turned over to the United
Nations the Dutch government had acquired the mining rights to it.
1990s - Russia announces the end of the cold war. This
super power did not do this because of being a bankrupt nation. They have tremendous gold
reserves as well as other minerals. They did not do it out of the goodness of their
hearts. They did it by mutual agreement negotiated through the United Nations. They would
concentrate on addressing issues for the Russian people, with world cooperation in their
space technology, while we concentrated on reducing our quality of life to the same level
as other world nations.
Private property in Russia had long ago been confiscated
by the state. How do we get that most basic portion of the heart and soul of the
American Constitution accomplished in the United States? We know that by executive order
the United States parks can be turned over to the United nations. It has been done, others
will follow.
Now enter another agency for the first test case: National
Marine Fisheries Service. Let's read the last three lines of the 5th Amendment to the
United States Constitution. "...nor be deprived of life, liberty, or property,
without due process of law:nor shall private property be taken for public use, without
just compensation."
National Marine Fisheries Service declares that they will
enact a regulation that will protect the coho salmon. (At a future time it will be another
agency or department of the United States government that will institute a reason for the
confiscation of private lands.) This regulation states that 300 feet on either side of a
river and 60 feet on either side of a stream will be fenced to KEEP OUT THE PUBLIC. Now
because it is NOT for public use, as stated in the 5th amendment, NO JUST COMPENSATION is
required.
The fence shall be constructed by and at the expense of
the property owner thereby further enacting a burden upon them and depriving them of
additional 5th amendment rights. This is FRAUD by trick and device. The fraud is the
confiscation of private property which was Constitutional protected, The trick is in the
wording of the regulation to usurp the wording of the Constitution and the device is the
fence.
What is the result? Yreka, and other communities have no
drinking water and over the next 30 years we would be forced into city dwelling. Large
agricultural land holdings would be reclaimed by the Federal Government to protect the
people's food supply....And yes, those supposed water rights which beneath them really
have some of the world's largest mineral deposits would be signed of by the United States
government to the world's highest bidder as they have already done with the National Park
in Utah.
World conflicts need our help. Send our soldiers
into other sovereign countries and have them help those poor people with their
differences. Yet, what happens when we might have internal differences with the agencies
and bureaucracies in our government that are being |
used to
take private property from the people? Enter the United Nations troops; and they will not
consist primarily of American soldiers. Also, for the last 15 years in an agreement with
the United Nations, troops from foreign countries have been brought here and trained on U.
S. soil. These training sites are in Minnesota, Louisiana and other sites in the south
west.
But they can't do this in the United States Of America?
They are doing it. The meeting at the fairgrounds and the consent of the Marine Fisheries
Services to be there are part of the due process we the people are guaranteed under the
5th Amendment. We are jumping through the hoops as they are being put in front of us.
What happened to NAFTA agreement is being implemented - by
the directives that use the bureaus and agencies of the people against the people.
This fight is not about coho salmon. this is about the
very existence of our United States constitutional government. You think I am wrong? I
challenge each and every agency, representative, and person of the press to prove me
wrong. Go back and check the directive you are operating under. Is it an Executive Order?
Those of you who are in Congress and the press, stop focusing on the things you are being
given to focus on, such as the President's morality. By now you should realize that if he
doesn't have any discretion where his sexual behavior is concerned, he has none anywhere
else.
And while you are focusing your attention on this minor
issue the President of the United States is giving away our national lands and
confiscating private property through the use of Executive Powers. These are and should be
acted upon as impeachable offences.
To the members of Congress: There is provision to override
an Executive Order. It has to be acted upon in 90 days. It is about time you stopped the
pompous ego-feeding speeches and got back to the protection of the people and the
Constitution of the United States. While you quibble over whose pork barrel is going to be
cut, by Executive Orders presidents can give away the nation.
How has this become possible? By the use of WE THE PEOPLE.
By dividing us into miners, ranchers, environmentalists, urban dwellers needing drinking
water, rural people protecting their lifestyle from nature and piece-mealing to each of us
something to appease our egos and saying we are accomplishing something of importance in
our government.
In the end we have all lost, we have lost the United
States of America and its sovereignty to the New World Order under the United Nations.
When the National Marine Fisheries Service has completed its mission, they won't be needed
either. The press won't be needed, the control of the people will have been accomplished
and your newspapers will have about as much effect as those in Russia.
You think this is far fetched? Take each one of these
happenings over the last 20 years. From the lunching of OGO to the assigning of federal
parks to the United Nations, to the signing of the directive under which this National
Marine Fisheries Service is acting which usurps our 5th Amendment rights - and then come
back and tell me I am wrong I publicly beg you, the press - in print and on the air - to
investigate these happenings, from the people's perspective, not what the bureaucracies
and agencies feed you. Tell me my opinions and conclusions are wrong - or tell me I am
right and let the people be aware of what they must do to stop the loss of our nation.
